In fact the Soviet Communists came to power officially after the October Revolution, which was led by Vladimir Lenin. This was entirely novel to the Chinese masses and it brought with an exhilarating sense of self-determination. In addition to teaching government, the mass movements endorsed by the Communist Party sparked “the feeling of belonging and of having a stake in government grew up in this period”. Essentially these local institutions taught peasants the meaning of government, especially during times of war.
